Expenditure Basics
An expenditure is any payment, reimbursement or gift of anything of value provided by a lobbyist or an employer for the use or benefit of a reportable person regardless of the purpose for which it is given. An expenditure includes: services, gifts, meals and beverages, entertainment, ticketed events, lodging and transportation.
Expenditures provided to reportable persons at any time may be reportable. Discussions or advocacy on legislation and/or administrative or retirement system decisions need not occur in conjunction with, or concurrent to, the expenditure to trigger the reporting requirement.
